Sure. It's done all the time.
A properly formed link is a properly formed link. Doesn't matter whether money changed hands - who is going to know?

I suggest you to buy only "one time fee" links, otherwise you risk to pay a lot for good text links AND if you do not renew those links you will lose rank.

Thats a little general. You could also say that you have less of a chance at holding onto the link (or link quality) by paying once and never again. Think about it..

People buy directory links all the time for this very reason. Some paid links may not help your ranking, the same as some non paid links may not. ROS links have been seeing a lot of devaluation IME, so that would also be something to think about when purchasing links.
