We are now looking at methods to increase our traffic, and are interested in obtaining links to increase our traffic. I still think PR is overated, and don't really care if my PR is 4 or 8, as long as im getting good traffic.
The trouble is, we have a PR4/PR5 site which is dynamics, and thus our link page has a PR0.
We are thinking of picking companies that complement us, and would benifit both of us and ask for a link. In fact we would add our link to them first, to show
good will.
The problem is, their is so much link spam out their, and how do you get past either PR snobery or convince that your request is in good faith, for the mutual benifit of both parties.
Is having good content that complements another site, enougth to get pass PR snobery. After all the goal is to get a steady stream of traffic, not PR.
If you make link exchange requests, remember that a good percentage, perhaps even the majority, will get deleted immediately. Consider that even if you don't believe that your website is the competition, the other webmaster may think differently.
Since we serve a niche market, the topsites rank about 7 and their are only a few of them. I figure a borderline 4/5 should be able to get some 6's without to much difficulty.
The few 7's are direct competition, so I won't even bother with them.
I have always taken the opinion that, if you think my site is great, then feel free to link to me. I called this process, obtaining natural links.
You should write your email requesting a link in the same way, such as:
Dear webmaster,
I think your visitors would really like my site. Here's the link for you to check it out:
[widget.com...]
I think my visitors would like your site, too, so I've already linked to you from this page:
[widget.com...]
If you think my site is worthwhile, I hope you'll link to me. Either way, I'll keep linking to your site, because it is a neat/valuable/relevant site for my visitors. :)

I wouldn't even mention PR, because mentioning it only wastes their time. If they know about it and that's how they make decisions or not is already set. Your email won't change their opinion. If they don't know about PR, all you accomplish by mentioning it is confusing what should be a simple introduction between like-interested webmasters.

Hard code a link to the url for your links page. If your links page is dynamic (?), then htmlize it. Problem solved.
Better yet - (if dynamic) remove the page reference from the url
e.g. domain.com/index.php?cat=185 to domain.com/?cat=185
Instantaneous PR at whatever the mainpage is... including new pages posted today!
Not really - but for those that define an exchange 'your link page MUST have PR4 or above - works great'.
As for yourself... never use PR as a gauge to define the exchange... you commit yourself to know what their PR will be a month to 2 years down the road.

Before you go out to ask for links, I think it is essential that your link pages should have some PR, not PR0 - as fathom suggested PR4 or higher to be more effective. Although you might not care for PR, you cannot deny the fact that a lot of webmasters do care. Approaching them with great contents, but return link page of PR0 can be misinterpreted as "good will" but "bad faith". Many of them will think that you are doing tricky seo job.
The perfect conditions would be to return good links with good traffic and good PR. Your great content would be an added plus; then you will see that your invested endeavor bears a more positive outcome!
