or keep it short and sweet?

I am preparing to start a linking blitz for our site (both outgoing and ingoing).
When I add outgoing links from our site, is it best to write quite a bit of content for each link?
Or should it just hit keywords and keep it short and sweet? And I've seen several productive sights just have the link. What is appropriate (best) way to create a link page? I've noticed that link directories within a niche seem to be the way to go.
Thanks for any do's and don'ts and why's and why not's in advance!

Write a fair description (150 words max?) and make sure that you rotate that description and your anchors.

Description text is not only a good roadmap for the user (most important) before they click the link, but it is also content that is positioned beside your anchor and can be read as such by the robot. Therefore, keywords should be used strategically but make sure you're giving some legible content to preview your site to a potential visitor.

Think about that theory while asking for and giving links. You probably want to give your visitors the best experience possible, so a description for the site you link to may be worth your while.

Then, go nuts. =)
