Self linking!?

Page header (h1) links back to itself.

I just noticed this:

On every page of a certain site, the main page header <h1> is enclosed in an <A> tag, so that it links back to itself. So clicking on the page title (h1 actually) reloads the page.

Can this possibly have an effect on SEO? It seems a bit odd if it would increase link pop etc.

P.S. Note that this was witnessed on a certain site dedicated to SEO, so I imagine it must be somehow helpful.

Making an H1 a link conforms to w3c standards.

on the topic of back links, when you are using backlinks on sites with the anchor text:

Blue Widgets - Red Widgets

when you search in Yahoo or google for this matter, which will be higher in the ranks....ie if you do a search for Red widgets, even though on your backlinks its last, does that link still benefit this phrase?

I've done this on one of my sties, kinda as a test. Thought just to clarify; the h1 text is the title of my site and links to the index page. That way every page has an h1 link back to the main page. I think (might be imagination) that there was an improvement of over all search results after doing this... it hasn't hurt.
