About Automated Link Building Software

Are they a search engine's friend or foe?

Since there are more and more automated link building software programs appearing on the scene each and every day, are the search engines in favor of these programs or are they against them?

In other words, would software that automatically builds a resource directory for you with hundreds (or thousands) of outbound links to related and complimenatry pages all over the Web be seen as a way of artificially inflating the link popularity (or PageRank) of those pages it points to by the search engines or do the search engines see these types of links as legitimate votes for those other pages?
