1. Programs like Arelis, are they useful? In terms of quality and precision, I assume it is best to stay away from these programs? Are there any instances in which using them would be beneficial?
2. Quality over Quantity, meaning you need to be very personal in the way you approach potential link partners. The three forms of communication are email (mainly), site forms, and phone. I imagine it depends on the site itself, but if you have all three options from a potential partner, which do you resort to?

While there is searching value... your noggin is far more versitile and better suited for identifying "the best" value.

Well yes - but the general use of the statement "Quality over Quantity" is most often referred to as individual link merit or benefit as opposed to a mass number of links.

Sure - but changing the rask model around is better... physically set up a directory within your website and have it as part of your main nav, and your main included on directory pages. By developing a link strategy for the directory will induce link partners to come to you, submit, and all you need to do is review, and depress "accept"... beat all of the tasking in point #2.

For actually search out link partners yourself search for [your keyword]+ add url, add site, submit url, submit site, resource.html, resoucres.html, links.html etc. anything associated with a website own that is physically known to exchange links... when you run out of known link exchange terms -- change your keyword and repeat.

While sure - but one has little to do with the other.

You hit it with the last part... particular edit your mainpage regularly. If little time toi write full articles, news etc. snippet part of your website [a paragraph] and add to mainpage with a link to the full page of information... best to change every 3 days (about 2/week)... Google itself will bump you up in results each time it fines something new. (Work better with new orignal content/snippets but the habit is more important.

Arelis works great as a starting point, for collecting huge databases of sites that MIGHT be appropriate for link exchange. There's no substitute though for individual site review. Sometimes I'll delete as many as 75% of the sites collected by Arelis, but usually only about 50% are inappropriate. On average it only takes about 20 to 30 seconds to inspect a site and decide whether to delete it. It takes another 2 minutes to review the site and verify the important information, like the proper email address to send link requests to.
A lot of sites have automated linking solutions and have online forms they prefer you fill out. Don't email those sites, just follow their instructions.
NEVER run automated linking software in full-auto mode, it can get you in trouble quick for spamming. ALWAYS individually review each site for correct info and appropriateness before asking for a link exchange. (A lot of sites only exchange links with similarly themed sites, in that case, if it's not on theme, don't ask.) ALWAYS post your link to their site before asking the other site to reciprocate, and include the URL of their link so that they don't have to search your site to find it.)
I don't quite understand the relationship between the amount of sites linking to your homepage, and your SEO'd pages (The pages that are targeted around 1 to 3 keywords) - and your site's placement amongst the search engines.
Say for example most of the sites that link to me are linking to my homepage with the Anchor Text "Custom Diet Plans". And I have a page on my site called www.mysite.com/customdietplans.php - that is based around that keyword. Will the search engine show my result that links to my Home Page, OR that specific keyword page?
I'm just somewhat unclear of how things like this work, as I am a newcomer.

This help to create additional authority pages (sometimes call "expert page") which can create more deeper pages appearing in SERP ranked position plus induce more indented listing (you appearing #1 & #2).
Your can effectively do this by adding a directory to the domain and seek listings for the directory specifically - thus that topical hierarchy link (page) becomes important and passes the flow in reverse.
Also article indexes (CMS) can achieve the same resulting outcome, a forum, blog, and even "solid" informative pages deeper with the sub area.
