How to exchange with other well placed competitors

One of my sites is currently placed at number two for our most competitive phrase. I have recently approached a number of others who rank in the top ~15 with link exchange requests.

Some of these sites compete with our widgets, some offer similar (or different) widgets by other brands, some 'resell' quotes on similar and different sorts of widgets to companies like mine. I geared my approach towards each company (for instance I offered a one way link to one of the quote type sites in exchange for free quotes)

Universally I seem to have been shot down, generally with no explination and on a handful of occasions with red tape.

I specifically targeted sites that performed well and *seemed* SEO aware, contacted where possible the IT / Marketing departments via phone (though more voicemails then I would have liked) and sincerely believed that this was an oppertunity for both my site and those of my competitors (though more so for me if I were to wrangle two or more of these "authoritative" type links).

I am wondering -
1) Am I incorrect in thinking that such an exchange is a good oppertunity?
2) What is the best manner in which to pursue an exchange of this magnitude? (my initial thought was to link to a site and (ideally) bump them up a couple notches before approaching for a link - but it seemed too much of a gimmie...)
3) Realistically what kind of results (G) would one expect from this type exchange? (the phrase in question returns ~11M results)

I had a similar problem, I originally e-mailed around 50 link requests but drew a complete blank, I have now tried a new tatic which seems to work...but its also quite hard work....

I set up links on my site for companies I really want to link to. Competitors, sites that may be of genuine interest to my visitors, I try and think a little lateral aswell.
Then I email them telling them what I have done, enclosing a link I wish them to place, and asking if what I have done is OK.
I also mention they have 28 to reciprocate the link with me.

Although I have only done this once I have had about 65% positive response and not one NO.

Some sites are a little lazy, I think links are important and not urgent in most peoples eyes and therefore never get to the top of the todo list!

Bull - in the above - did you mean 28 days to reciprocate - I am assuming you did but I just wanted to confirm.
