The question: what really counts? The content in page linking to you or the content in the site linking to you?
Scenario 1: A car related site has a page about cars developed in México. Your link is about México, so that pages talks a lot about the theme.
Scenario 2: A México related site has many pages that talks about México. Your link is related to theme
Scenario 3: A México related site has many pages that talks about México. Your link is related to theme but the page where it is doesn't talk much about México, and talks more about cars industry.
What is the best scenario in that case and how does every of those in the value of your link?
Is that measurable?
