How bad having sites not linking to you in your resources pages?

Worried about non reciprocals

Having a clean links directory with good trades is a challenge. You must put hundred of links to get som dozens of links back so I guess cleaning all those non answered request is a must.
I use Arelis but even in that case is a continuous task.

The question: is there any way to measure the impact or negative impact of those outbound links in your site? (how much are they hurting me or not)

Knowing that in numbers I could fix a polecy about removals that make sense.

The second question: is there any way to measure of much PR are they passing to you (each link) so you can list them in order of importance? I guess a simple excel would do that but I don't know the maths...

Since the amount of links and the actual PR of the page is what matters.

I'd remove them simply because many people will refuse to trade with you based on all the links you already have there. If anything is 'hurting' you I'd think that would be the biggest factor.

Actually, removal of non-reciprocated links is pretty low on my priority list... but there is some method to my madness.

I rather like the thought that the link directory might look that bit more natural and less SE/PR driven to the search engines.

Of course, I do keep them to a minimum - the page does look a lot more attractive to a prospective partner with fewer links on it.
