What's the best way to deal with the problem of too few related link partners for your particular theme or niche?

I own some (niche industry) sites, and there are extremely few quality sites within this tight niche who are exchanging links. I have had to settle for mostly general link partners, such as travel, business, computer/internet, software, etc.. I also have a links category for "Misc." If I seek say 100 links, only 10 of them will actually be closely related.

I have been using a links directory script that separates the links by appropriate category page. I assume this is a good strategy. One fellow affiliate I know has been using his own links script that mixes up all the links up on the same page, but he's been doing quite well.
