Link pages on sites

What type of sites do you prefer to link with most out of the three

A. Sites that have a links page and then just a long list of links

B. Sites that have a links page w/ description, but still just a long list

or C. Sites that have a links page with several categories, each category has links within them with descriptions..

If C is on topic then thats where I want to be, although my preference is to get mentioned within an on topic article

Getting mentiond in an article is definatly the way to go! If you are one of many links on a page, the PageRank value you get will be dimished as well as the odds of getting any traffic from it.
