Is this too much Anchor Text?

I am working on inbound links and this will be the link I ask them to add to there home page or link page. My main key word phrases are Custom Shot Glasses and Shot Glasses. I have a couple of questions. (1) What does Target="_blank" mean or do and should I leave it in? (2) Do I have too much Anchor Text? (3) Will both key work phrases receive equal value and or importance?

It means to open the link in a new window and leave the page with the link still running in the background.

I think what you have is just fine, but, this one is down to personal pref.

Do you mean the actual text within the anchor tag and the description?
