chokan, you get link popularity (and Page Rank) when people link *to* your site from other websites.

Sometimes people will link to your site just because they like it. They have to find it first, though. To get things started, you'll probably have to spend some time asking other sites to link to you, and perhaps offer to link back to them.

It can be a lot of work to find suitable sites to ask for links, but it's a way to get started without spending money for ads.

Chokan you can build a nice house (aka website) but if you do not have any roads (aka links) leading to it no one will visit your house.

So how do get links to your website?
Submit to DMOZ and other directoried - Make sure you are in the right category with a description about your website not about our marketing.

If your site has useful information to others you may want to send a personalized email to on-topic blogs announcing your new website.

Or if you just want to get quick and easy links you can visit guestbooks, forums, and blog comment pages. This will upset a bunch of people and cause you alot of trouble and possibly penalties, but it is quick and easy.

Link popularity is the number of web pages (or sites) that link to your website.

2) How do you get link popularity?

When other sites link to your site.

3) How do u get them to link to your site?

Submitting to directories such as DMOZ.org, skaffe.com etc. Also by emailing other sites requesting them to link to you.

4) Can u get link popularity without a Links page?

Yes. But a Links page is needed because some sites or directories will link to you only when you give them a link too. (Reciprocal linking)

5) If you do not have a Links page, can you give others a link?

Yes, you can link to them from any page of your website. A specific links page is not required for that. But for Google PR reasons, a Links page is a good idea.
