I've done something similar with web rings. I have a landing page for most of them, which then redirects traffic from the various rings to the pages on my site. This was done for 2 reasons:
1) It's easier to track any traffic coming from all the different rings.
2) I really don't want a bunch of web ring graphics splashed all over my site.
OK, so maybe the similarity ends with the fact that I've created a special page for a particular reason :) I think if you have added any value then it's a good thing. Still, I wouldn't want to do this for every link partner.
Links are for human eyes. Links are for traffic from people seeing them and clicking them.
You can get much more traffic from a good link partnership than the search engines combined, so linking on your high traffic pages with very good partners is the way to go.
Put your less desireable partners in the directory.
