I just read this article on Sites With Blocked Page Rank

If I have a list of links up on my site linking to all my members, will we be penalized by the search engines under the new algo that is related to 'not passing PR / backlinks'?" [Note, links are NOT for sale, its just a courtesy to members]

Don't believe everything you read.

There's no "new" algo blocking PageRank. Also be skeptical of self-promotional warnings from other websites.

You could be passing PageRank but be certain that your "partners" are in good neighborhoods because you don't necessarily want to cause harm to your own website.

Kwasher, at the moment, the "blocked page rank" issue seems to affect a smallish number of sites, mostly high PR sites that may have been selling text links. (Of course, it would be fairly hard to tell if a PR4 site wasn't passing PR unless you had a pure research setup.)

Linking to your members shouldn't pose problems for you or them, though as MB noted you don't want to link to potentially spammy sites.
