I have just received an e-mail which asked to be linked to certain pages as they have a google PR3 rather than PR4. What is this guy talking about? Sorry if this is a little basic for most members, but still a relative newbie

He's looking to increase the PR (Page Rank) of those pages. Try a google search for Page Rank and you'll find all you need.
Look at the website and link to it if it's of value to your own sites visitors.

If you install the google toolbar, it will show you the pagerank of your site. However, don't exchange with him simply because he requested it or simply because you *think* it will help your own PR. Does the link exchange make sense? Are the sites of a related or complimentary theme? What type of benefit will you/your site get from this link exchange? Will linking to this site benefit your visitors? -- a few questions to ask yourself when deciding whether or not to exchange links with other sites.
