PR 4 and above recognized by Google only. True?

The backlinks tool will list only PR4 and + to your site?

I see that using the backlink tool in google lists sites linking with PR 4 or superior. Does that means that no PR3 or less will ever appear there?
Is it worth to link to PR3 or less then?
Should we better search for PR4 and higher in most of cases?

It's worth it to be linked by lower PR pages, it just takes more of them to add up, but they all help. Sometimes pages with a little lower PR show up for backlinks, but you never see them all anymore.

I suspect google only shows partial backlinks to reduce everyone chasing all of everyone else's backlinks.

A few reason's you might what < PR 4 links

  • anchor text
  • links are harder for competition to copy (maybe impossible now that ATW & AV are Y!)
  • targeted clickthroughs
  • sem4u

    PR can also go up. A PR2 page could be a PR4 in a month, for example.

    I do see a few backlinks lower than PR4 in my link: search.

    To me, the higher the PR of a link, the better I like it, but any link (as long as it's not from a spammy site) is worth something. PR2's add up if you get enough of them.
