My new website looking for content

I have started a new website snip and I am looking for content. I submit my site to search engines almost daily, I have a ppc account on google, but I am in a no win situation at the moment, as the site is only 1 week old, content is lacking. People wont submit their site, as they reckon no one will see it due to the low content, but if people dont submit the site, how will I change this? any ideas are welcome.
