As for a link strategy - what should I do? How can I increase the inbound links to the site? What should I expect to do for other people? Any help would be appreciated.

You already know you need to get links in, the question is how. For that you have several options:
1. Request link exchanges with related topic sites
2. Submit your site/url to on topic directories; find them by using your keyphrase or keyword and "add url" (and similar phrases) in SE searches.
3. Write quality articles and submit to article distribution sites; be sure and include a resource box that includes a link to your site.
4. Get listings in directories such as DMOZ, JoeAnt, etc. if possible. (this can take a lot of time and patience but can be worth it for PR value).
What should I expect to do for other people?
The one thing that you really need to do to create an effective reciprocal link campaign is to follow through. Get the link up, make sure it is a text link (straight <a href> style) and that they do the same for you.
Having a submission form to exchange links on your site, as well as instructions and html code they can copy and paste to link to you, will also help speed up the process. When you make it easy for them, you make it easier on yourself.
You can also create some quality articles on your site, and submit them to about.com, in the appropriate category and to the right editor. If they find them worthy, they may mention the article and link to it. I am not sure you would get PR for this, as it isn't a straight <a href> link, but it does a nice job of building your credibility with your visitors. Maybe have a page for "In the News" or something like that, and list the sites that use your articles.
