If i wanted to target the keyword "widgets", aproximately how many anchor text links do i need from say PR4 or PR5 websites before it can start ranking high for the keyword "widgets" in Google, Yahoo and other major search engines.

It really depends on what keywords you want to target the competition is not as high for some phrases so you could rank high after about 5-10 links in google for low competition phrases.
