Link requests and new spam laws

Does anyone know of any issues to be aware of when sending out link requests now that these news laws have come in to effect?

UK law is that emails to business's are outside of the law....arguably websites are online business's. Sites contacted manually are fine....automated mass emails sent out are potentially an issue.

We work on the method of manually collecting emails, creating a database of where we found them from and even who (not a harvester) collected them. Then we have proof of the path of getting them and that it was all a manula method.

But it is all very grey at present.
