No links on high page rank sites

I've been trying to track down a few websites with higher page ranks to try to exchange links with. I've noticed several high ranking sites with no external links page. Is it possible for a site to only have other sites linking to them and internal links? Is it beneficial for me to link to these sites even though they have no way to link to me?

If I think that a site is relivant enough to the information on my site and may be of some help to the people that visit my site I will link to them even if they do not have a links page. If they do have one. Then I always ask for a reciprocal.

Is have a links page wih lots of links to mostly related sites. I have found two advantages:

One, using a link exchange program is a great way to get the word out about your site. Many of my customers have come from LM reciprical links.

Two, if you get 1000s of links they offer several points of entry for others to find your site. At a cetain point, your links will bring more traffic then the search engines.

If you want to go the 1000s of links route. The best bet is to get a few hundred links for each of your main key phrases.
