how to link internally

hi,
I have a heavily content stuffed site with over a 1000 pages , i guess a wrong internal linking strategy could make or break it .
It is a travel related area and i am planning to have a top level page with the bogus(aboout us etc etc) pages, then there are the provinces pages around 35 and each one having roughly 50 pages for itself.
I thought of a subdomain for each of these provinces and link them upwards but upon a simulation i found that if i link one page of each subdomain with each other i could posssibly funnel up more popularity.
Does a search engine see this as a bad practise ..
what would be the best thing to do.
besides this i started a forum with resonable success ... should i update the site content or the forum section...
or do yu advise me to buy multiple domains itself to ensure indexing

niko , do u have a lot of exteranl links already? Do you have a sitemap? Use your keywords to link to your internal pages and link relatavely.

I did this and the impact is that my homepage is PR5 and all the inner pages are PR5 as well. When you get external links, have them flow all over your website and the sitemap, not just the homepage.
