How much influence will your link have on this site? I usually look for their link.htm page to have a high PR as well. Sometimes Im not sure if I should trade cuz their link page is 0 PR even though their home page is PR7.
One of my links pages is a PR4, but my other page is a PR1. How did I get one so much higher than the other?
Please give me some advice....

Perhaps some of our regulars will share links to the discussions they've found most useful.
You're looking for nice pagerank on the page where the link to your site is located.
Of course, PageRank tends to drop as you travel downward in a site, because most of us like to get links to our homepage.
For example, our site has PR6. Our links page has PR5, and the individual links pages have a PR4. If you exchange links with me, you'll get your share of the PR4, and not the PR6.
It's natural for a links page to have a lower PR than the homepage. However, you're always looking for the best link you can find.
The more incoming PR, the more PR the receiving page will have.
If you have one page on your website that lots of people link to, it's therefore likely to have a higher PR than other pages within the same site.
Think pages with google, not sites.
You can distribute the higher PR to lower PR pages by linking to those pages from the higher PR page.
PR has less influence at the lower end of the scale (<PR6) than it used to.
A high PR6 and PR7 and up still do seem to have some influence in the SERPS. PR8 and above definitely has a major impact.
The logarithmic scale knob got tweaked a few months ago.
