We have a website and are paying someone based on how many links they can get for our website. The pay is also based on the PageRank for each link.
ie: The higher the PageRank where the link is placed, the more we pay this person.
My question is, does it matter where the link is placed on the site?
For example, let's say the site's home page has a pank rank of 6 but the page where the link is placed (in the links section) has a page rank of 1.
Which page rank is applied, the 7 or the 1?

Well, it's called page rank and not site rank, so the answer is real simple: The PR depends on the page on which the link is placed, not the PR of the site's home page.

First off, this is a Google question and a little reading in that forum would probably yield the answer pretty quickly, as well as plenty of other useful info.
To acquire maximum PR, the incoming link should be FROM the highest PR page at the site providing the link. A link to you from a PR7 page will provide significantly more PR boost than from a PR1 page. IMHO, a link from a PR1 page isn't worth paying a dime for. Notice, PR = Page Rank, page rank is passed from page to page, not from site to page, or from page to site.
Also, the site providing the link to you should link to the page at your site that you want to gain PR, usually the home page, but it need not be.
