A client has many paid adverts on related sites and aswell as being good for PR they are proving very good for traffic and hence he wants to massively expand this, so does anyone know of any product that can do this checking to see that the ads are live.

Have you looked at ALink from info-pack.com?
I use the light version and it works fine
