The way that I have picked up from my reading here and other sites is to simply find sites of high page rank and of course the site needs to be somewhat "relevant" and politely ask the webmaster to link back, after making a comment on their site to prove you took the time to look at their site. My results here have not been great for a site that has a PR of 3/4. If anyone has other recommendations of other ways of getting legitimate links, I would really appreciate it.

So now the new effort will be getting one way links. This will no doubt be a much more difficult task then reciprocal links.
I just posted in a different forum: GREAT content. That's how you get one-way links. When you start being referenced on other sites, blogs, wherever ... with links like "dross explains [link starts here]how to build and maintain a spinning widget[link ends] on his web site", you'll see your site rankings on the rise.
Content, content, content....give them a reason to link to you, and they will (eventually).
