Try not to worry about hte actual number of links, but the quality and relevance of the pages that the links are on instead. That where you efforts are better spent.

Quality on topic links are worth more, not just a million of any old link. IMO :)

You need to categorize the relative importance of keywords. Also the site maintains their current database of links? If not do so.

Once you prioritize your keywords then next step would be to target those Keywords in anchor texts of your links. I think ranking high in search engines is your end goal. Keep that in mind and don't let the other sites high link figures bother you. Once you start ranking on your important keywords start targetting the other low frequency keywords. The greatest advice you can get is to read the library of this forum. Also check out all threads with more than 10 replies. You will get a ton of information to digest . HTH and Best of luck :)

Are the links one way or reciprocals? Maintain a database of reciprocal links separately. And for one way links make sure you do not contact them for reciprocals. These bloopers need to be avoided ;)

Unless of course the one way link is in your favour ;)
