Keywords in title or anchor text?

What is more important?

Keywords in the title AND URL of the webpage on which my reciprocal link is placed.

OR

Keywords in the anchor text of the link pointing my site.

OR

Secondary keywords in title AND URL of the webpage on which my reciprocal link is placed. Along with it, primary keywords in the anchor text of the link pointing my site.

I have to choose from these three options. Please advice!

Anchor text seems to be the overriding variable at the moment. Having said that, a link from a page identifiably about my topic (i.e., page title, maybe headings and other content) would make me feel better about possible future theme emphasis.
