There aren't any shortcuts that don't carry significant risks. Any link farm or link exchange program is likely to carry a substantial penalty risk.
So, identify good sites and contact them... but definitely read some of the past wisdom here. There are definitely ways to identify and contact other sites that will make your program more productive.
There are also link hunting/link management tools like Zeus, but these aren't risk-free either. At times, Google seems to penalize Zeus-generated directories, and there was just a post from a new Zeus user who got dropped by his ISP after blasting out a couple of hundred link requests. If you use ANY tool, use common sense and be careful.
