I market and sell many Widgets which have unique names and are location specfic as there part of a tourism product.
I'm confused as to weather I should be wrting my meta tags and titles as:
ProductName Widget Location
or
ProductName Widget, Location
Both; ProductName Widget and ProductName Widget Location appear to be searched for.
Any suggestions as to which is best?

I think for best results I would put the location first then product_name, reason is I find in the travel industry lesser results for the location of product_name as opposed to product_name in the location. Product_name can return many results (as can location without a doubt), but finding the product in a location returns a lot of competition with people fighting for high results with that product, whereas location of the product is an easier fight!
I hope this makes sense; it’s hard to talk metaphorically in the travel industry…

In the travel industry, depending on the product, I've found that Alternative Future's response is generally true... that you get more searches for...
- location adjective product
than for
- adjective product location
...but that depends a lot on the product.
Titles are important, but meta tags are not. In the travel business (as in most businesses I've seen), meta keywords aren't going to make any difference at all. I don't think the description is going to have a huge influence either. I think you should concentrate on your on page content and inbound links.
In your title, focus on your prime phrase... avoid too many repetitions... and then try to cover variations of location positioning on the page and in inbound links. Forget about the meta keywords.

PS - As I reread your question, I'd say that you shouldn't lose any sleep over a comma at all. I guess you're talking about your meta keywords. I'd leave commas out, but that's not going to change much, really.
