Optimizing a page with a top JavaScript navigation bar

Most of the research and people I have spoken to seems to say that when the spider comes to a page with Java Navigation bar, it will simply ignore, and crawl over to the content. Some have said that the spider actually gets hung-up, then leaves without spidering.

Does anyone have any experience or suggestions for this?

I think navigation bar doesn't indexed by spiders. Because it have links builded with javascript, not buy simple html. The main nav bar should have href to a page where all submenus hrefs should be placed in a simple html and spider indexed your page correctly
