Easy Flash Software

Are there a easy starting software for creating simple flash?

I need something so I can get a fast start creating simple banners, buttons etc....
I am sure there must be something out there with a lot of pre-settings or templates, almost like frontpage and html.

there is also KoolMoves. i'll be honest, after finding swish a couple of years ago i haven't looked at, let alone opened, koolmoves :) but i do remember its a cool lil program (only a little pun intended).
