Is there a WYSIWYG that actually positions using CSS as well as hand coding? (meaning its able to make a flowing, liquid layout, and use percentages)

There's one called Layout Master by the westciv people that I tried out a long while back when it was just out of beta. When I tried it there were just a few too many oddities and so I dropped it. It may be better now...
