Any site builders that create SSI?

My site (250+ pages) has been hosted by a local ISP on its Apache server since 1996 -- static HTML web pages. I monetize the site (Adsense and Amazon), and many of my pages show up on page 1 of the SERPs -- even after Panda. (I got a lot of good natural backlinks back in the day.) So I'm married to my ISP, and to my klutsy URLs with the quaint little tilde (~).

I use SSI (server side includes) extensively to create templates. Major site redesigns, which happen periodically to keep the site looking "current," are a nightmare. A typical page calls 10 or so SSIs. I've got master templates, sub-templates, and sub-sub-templates (some nested) -- all accomplished with a huge bowl of SSI spaghetti. In short, I've created a Frankenstein monster. And it's killing its creator.

If it weren't for the likelihood that I'd sink in the SERPs, I'd sign up with a Wordpress host, mirror my content in WP, 301 redirect all my URLs, and go get a life. Has anyone here discovered a website builder that creates templates as SSIs? Kompozer doesn't do it, does it? Dreamweaver has its libraries, but I don't think I'm up to facing the learning curve, or the bloated code or price tag. And resorting to global search-and-replace in lieu of SSIs can get a bit sketchy, not to mention klutsy. There's got to be an better way. There's just got to be. Right?
