What kind of softwares can write the texts directly in PDF file which it doest quickly works.

Is it can combine the header and footer at once time?

Any suggestions for about PDF software converter that you think it can do work quickly?

A search for PDF converters [google.com] turns up a number of packages. There are many to choose from.

Normally you create a document in one software and convert it to PDF in another. The PDF format retains the look and feel of the original without requiring viewers to have the software used to create the file. You could use your favorite word processor to create and edit a document and then convert that.
