How does one create a quick thumbnail in Dreamweaver?
I have Photoshop only.

I don't think you create a thumbnail in Dreamweaver. You would create this in Photoshop.

In Front Page, I simply clicked a button and a Thumbnail would be established. If you create a Thumbnail in PhotoShop, I assume you would have to create two photos, instead of one. I'm guessing here, but would I just insert the small image into Dreamweaver and then make the photo a link that would go to the larger photo when clicked?

Yes. I am afraid that I am not aware of any quicker way of doing this in DW. You can create a web photo album in DW8 but you also need to have Fireworks 4 or later. (Search for thumbnail in DW help).

Have you thought of creating an action in PS to create your thumbs?

Then you'd be back to creating thumbs in one click.

Great idea!
I have never used the action function before in PhotoShop, but I think that would work.
