I have found used frontpage on half.com and amazon for $35.00. My question..is it legal to purchase used copies of such software?

I can't see why it wouldn't be legal. How different is it than buying off the shelf at a second hand store? I know plenty of folks that have quit using FP and put it up for sale. I sold my old version of FP98 myself.

Should be fine.
You'll need to make sure that as well as the original discs you get the original licence certificate.
