Yes, a simple text link is all they are probably looking for.
To add a text link in FP 2002 I just type the text link, click the 'insert hyperlink' button and either type the address in or go to 'browsed pages' tab and click the link there. Quite a handy tool.
As for DW...I've never really used that program, so I can't help you there.
But again...welcome!
If you haven't already, you might want to use the "normal,html & preview" bars. Click in to HTML.
You might be unfamiliar with the code. I assume you have let frontpage do all the work with pointing and clicking? If you want to learn HTML dont look at the pages that already exist ;) FP might make the code look a little more lengthy.
The HTML view is very handy once you get familiar with the code to tweak the changes here and there instead of pointing and clicking (and trial and error) with FP
I find the easiest way to make a link in FP is type the anchor text, highlight it and press CTRL+K
