Build your own online WYSIWYG Editor

Where to start?

I am considering creating a web page editor for our customers to use online (ie using a browser). I suspect the heart of a 'WYSIWYG web page Editor' is something that does the following:
1.) Load content into the 'Editor'.
2.) Update content tags according to selections made in the Editor.
3.) Render updated content/code for review.

I am wondering how to start i.e. what kind of experts to hire. Some aspects of an online WYSIWYG web page editor would probably be best as client-side, which leads me to think one of the following is necessary for the main interface:
- Flash
- Java
- JavaScript
- Any others?

What are the pros and cons of using: Flash, Java or JavaScript to create the interface?

Have you concidered using somethign that is already available?

Perhaps basing your product on an opensource application that already exists, then bringing in developers when you decide what modifications you wish to have carried out.

There are quite a few pretty good web based wysiwgy editors. Hotscripts or Sourceforge may be good places to have a look.
