Sliding main and content window in frames website

We have an undesired result on our frames-based website.

I use FP97 as well as HTML coding using Notepad.

The main and content sections will sometimes creep up on the banner, hiding part of the links.

If I take the bottom edge of the browser and drag it upwards, the main and content section overide the top banner, covering it. It's like a sliding window.

If I click at the edge separating the main section and the banner, I can pull downwards and the content and main sections slide down, creating a gap with the banner.

Why is this? How can I fix this?
