What is the best way to place menus and ads on a site?

I'm trying to figure out what would be the best way to place adverts and menus onto my website. I plan on making this site 50+ pages...and as content varies from page to page....what is the best way to implement ads and menus so they are the same throughout the whole site?

Might take a look at SSI and iFrames...
