Probably because I thought it was a reasonable price in the first place. Surely, OpenAI has to get a sliding scale of pay-per-use.

I guess they're focused on engagement, and then turning it into a trillion dollar, globally dominant company like Alphabet or Amazon on a mega business level with an evolving investment cycle. The headline is scary stuff if you operate in the "normal" business and personal world.
