I have noticed something strange going on and i wonder if anyone else is or has experienced it.
has anyone noticed that when you refresh google search results that web sites change positions? as an example i noticed my web site 13th position, when i refreshed the page or even searched again it dissapeared, then when i refreshed or searched again it appeared?
Whats that all about?

Its because your computer is randomly being fed different data center results. Google has a huge system of data centers which update (on the fly) at different times.

Its nothing to worry about. It happens anytime there is a backlink update or full blown update. Currently, backlinks are being updated. It will settle down within a few days once all data centers synchronize themselves. Then its likely (or perhaps not ... nobody really knows what Google is doing these days) but my guess is that there will be a full blown update as well likely sometime next week.
