Explain how this page is getting the on the first page

1.) Search on "used server" and lose the para's.

2.) <snip> will come up within the first three links.

However, it does not use H1 tags, the words used server do not have high levels of keyword density(3 used & 4 server), the keywords are not found in the title tag, but "Google" is showing it regardless, and I have reviewed a majority of 7,000 inbound links and they do not use the words for linking.

There is no reason according to SEO techniques for this link to be at the level it is. I would like to see someone explain how this link is getting on the first page.

Kind of a reverse challenge, do not tell me how to get there, explain how it got there.
