And as so far I know the trafic to the site does not affect the PR, it is the popularity in termins of backlinks what matters here, the morer links to your site the better, the more one-way links to your site even more the better, the more links having a good anchor text .. and so on...

As for a lower "Page Ranking" site ranking high in the Search Engines as bs, I, for one, do not agree. PageRank can be bought - and it does not reflect the popularity of the site. My site is popular and traffic has steadily increased.
PageRank, in my opinion, was good at it's inception, but has since lost it's flavor - I am constantly having to calm clients who watch that little green bar like the stock market - rather than focussing on their site's steadily increasing SE rankings and traffic.
You actually have seen website PR's acutally increase and decrease? i have never seen any site's PR change period.
As for lower PR being at the top of the search engines, if PR was so important how come when you do a search on something, shouldn't you see the higher PR sites up there first? since they are popular? But actuall you will c a mix of PR sites with PR 4, 5. How come they are up there first? hope this makes sense;)
PR shown in the toolbar is not so important. Besides PR does not change with every new link, or with every site update. Google does Toolbar PR updates only once in a while. But it recalculates internal PR more often. Thus you can see some pages go higher with lower Toolbar PR. Toolbar may show PR5, but the actual PR for the page is already PR6, it just has not been officially updated yet.
1. We increased links into that site, during that one week (last month), from our sister sites. The inbound links to the site had been at around a dozen or so. We beefed it up to over 1500 from all other sister sites... a massive project.
2. We changed the page content, achieving more kw density, which changed our adsense ads showing, and made them much more relevant, and more profitable. The density better matched the meta, creating better seo.
That also increase our rankings during the next indexing, and increased our traffic. From those changes, not only did our pr increase a couple points, but our traffic doubled nearly instantly. The revenue for that site had been at zero from the beginning. Last month the revenue was fabulous.
Clearly at least one of these changes increased the pr. If I had to guess, I would say both changes contributed to the increased pr.
The site still has a long way to go, and a lot work left to do to achieve our mid range goals. But, we are very pleased with the results of the last renovation project.
No biggie on our end as i'm not tryin' to sell the same widget as a gooogillion other folks and pr isn't spellin serpplacement for us. Most of the time anymore I only know there's an update happening when I spot the obvious signs - 1 or more 30 page threads in the active post list which weren't there earlier a few hours before.
