PR 4 site better result than PR 5 site?

pr5 site also has better description

lets say i search for widgets and the first result site comes up has this in the description:
Finest quality widgets on the net. This first result site has pr4

The second SERP result has this description.
Widgets exclusive manufacturing blah blah.
Lets also say the url of this site is: www.widgets-plus.com. Where the PR 4 site does not even have widgets in the url. This second SERP site has a PR5.
Why is it below the other site?

PR does NOT determine the order of results.

Higher PR sites being top would leave DMOZ and Yahoo Directories being the top two sites for many, many results. Google would die - people would just start going straight to DMOZ or Yahoo.

There are over 100 factors for ranking in Google.

It's the all things being equal rule. PR is one piece of a puzzle, otherwise the PR 8s and 9 would be at the top of all searches whether they were relevant or not.
