has page rank.
Whilst:
mysite.com/testimonials.asp?l=1
has none. The latter page has 73 baclinks but the toolbar is white. Someonbe told me once that if you have a "?" in the string then the PR is there but you cannot see it.

Well that is wrong. PR shows if there is PR,? doesn't make a difference.
the problem with questionmarks or "stop characters" is that spiders have a tough time crawling them (well I shouldn't say its the spiders fault). There are about a billion threads on dynamic URLs and stop characters, do a search here or in good old Google.
To answer your question, Google probably did not crawl mysite.com/testimonials.asp?l=1 or PR has not yet funneled to it.
You should do some form of URL rewrite to help out the spider.

Yes, there are problems with toolbar PR for dynamic pages. This was discussed several times. See for example the thread Dynamic site and Page Rank [webmasterworld.com].
