Google Autocomplete API To Become Restricted From 10 August, 2015

Google has said the autocomplete API will become restricted to Google Custom Search from August 10, 2015. In effect, for most developers, this is closing it down, unless you're using the CSE from that time.

Anyone with tools that use the API will now have a problem, and that's most likely the reason for shutting this down.

In the interest of maintaining the integrity of autocomplete as part of Search, we will be restricting unauthorized access to the unpublished autocomplete API as of August 10th, 2015. Google Autocomplete API To Become Restricted From 10 August, 2015 [googlewebmastercentral.blogspot.com]

Is this a quality control issue, or a control of information issue?

I suspect it's information control. Google doesn't want that valuable data being used for free, and it's probably being harvested and re-sold, in some shape or form, which would not make the Google accountants happy.
