Is the Toolbar / Page Rank Function "Working"?

I have two sites - one with white bar and one with gray - and I do not believe they have any penalties at the moment (the use to be PR5). They both show up great in the SERPs.

Is the toolbar still acting up? Is this part of the current Google instability?

Yes, and the white bar site is #1 on main keywords... T

Either the PR dislpay on the toolbar is totally busted or PR is no longer a factor in scoring pages.

I have a PR0 page that shows a bunch of backlinks and ranks very high for a hyper-competetive term.

I also have a page that is now PR3, but should be at least 6 (according to anyhting I have ever witnessed). This page also ranks very well.

I have noticed that pages will occasionally show a grey bar then later show PR again.
